After their PhDs, many young French researchers move on to a foreign laboratory. Today, what was temporary emigration has started to accelerate the "brain drain" phenomenon. With a limited number of positions offered by public research bodies, and working conditions that are often less favourable than in other countries, some young researchers decide not to return. This deprives the country which funded their training of their knowledge and expertise.
CEA is a French government-funded technological research organisation in four main areas: low-carbon energies, defense and security, information technologies and health technologies.
